Following a brief introduction, section II provides a factual update on developments relating to the Optional Protocol to the Convention against Torture system, including the increase in States parties and in designated national preventive mechanisms as well as details concerning the operation of the Special Fund established under the Optional Protocol. Section III highlights areas of cooperation between the Subcommittee and other international and regional bodies and civil society, summarizing the work which they have undertaken together. Section IV provides substantive information concerning developments in the Subcommittee’s working practices, setting out some preliminary thoughts on a range of substantive issues, in particular concerning the Standard Minimum Rules for the Treatment of Prisoners and issues concerning reprisals. Section V sets out the Subcommittee’s views on the relationship between torture prevention and corruption. Section VI reflects on the Subcommittee’s programme of work for 2014 and the practical challenges which need to be addressed if the work of the Subcommittee is to continue to develop and prosper.
