The Human Rights Committee, established under article 28 of the International
Covenant on Civil and Political Rights,
Meeting on 30 October 2014,
Having concluded its consideration of communication No. 2083/2011, submitted to
the Human Rights Committee by Boughera Kroumi under the Optional Protocol to the
International Covenant on Civil and Political Rights,
Having taken into account all written information made available to it by the author
of the communication and the State party,
Adopts the following:
Views under article 5, paragraph 4, of the Optional Protocol
1.1
The author of the communication, which is dated 28 July 2011, is Boughera Kroumi,
a national of Algeria who was born in 1932. He is submitting the communication on behalf
of himself and of his son, Yahia Kroumi, a bachelor with no children who was born on 6
September 1967. The author claims that his son is the victim of an enforced disappearance
attributable to the State party in violation of articles 2 (para. 3), 6 (para. 1), 7, 9, 10 (para. 1),
16 and 17 of the Covenant and that he himself is the victim of violations of articles 2 (para.
3) and 7 of the Covenant. He is represented by Philippe Grant of the organization TRIAL.
