Note by the Secretariat
The Secretariat has the honour to transmit to the Human Rights Council the report of
the Special Rapporteur on torture and other cruel, inhuman or degrading treatment or
punishment on his mission to Sri Lanka from 29 April to 7 May 2016, which he conducted
jointly with the Special Rapporteur on the independence of judges and lawyers. In his
report, the Special Rapporteur sets out his main findings and puts forward
recommendations to strengthen legal safeguards against torture and ill-treatment and
uphold them in practice, and to improve the conditions of those deprived of their liberty.
