Principal subjects of concern and recommendations
Fundamental legal safeguards
7.
The Committee is concerned that detained persons do not enjoy, in practice, all the
fundamental legal safeguards from the very outset of their deprivation of liberty, in
particular in police detention and arrest centres. It is also concerned that there is no unified
national register on deprivation of liberty (arts. 2, 12, 13 and 16).
