This report reflects the relevant work of the Commissioner for Human
Rights (Ombudsman) of the Republic of Azerbaijan fulfilling the functions
of the National Preventive Mechanism (NPM) as endorsed in the Optional
Protocol to the United Nations Convention on Prevention against Torture
and Other Cruel, Inhuman or Degrading Treatment or Punishment (UN
OPCAT), as well as the recommendations and proposals put forward in
2018.
The recommendations and proposals made by the Subcommittee on
Prevention of Torture and other Cruel, Inhuman or Degrading Treatment or
Punishment (SPT) and European Committee for the Prevention
of Torture and Inhuman or Degrading Treatment or Punishment (CPT), also
by the Working Group on Universal Periodic Review of the UN Human
Rights Council to periodic reports of the Republic of Azerbaijan during the
process of carrying out the NPM functions by the Commissioner were
considered generally in this report.
The information, statistical data developed basing on the analysis as a
result of visits, as well as the Optional Protocol to the UN Convention on
Prevention against Torture and Other Cruel, Inhuman or Degrading
Treatment or Punishment are attached to the report.
