The authors of the communication are K.K., born in 1940, I.E., born in 1936, W.WJ., born in 1940, W.R., born in 1938, G.E., born in 1935, A.T., born in 1933, and J.L.W.,
born in 1930. All the authors are Polish nationals. They are represented by counsel,
Ireneusz C. Kamiński from the Institute of Legal Studies, Polish Academy of Sciences. The
Optional Protocol entered into force for the Russian Federation on 1 January 1992.
