20.At the request of the Committee, two members, Mr. Mariño and Mr. Rasmussen, continued to maintain contacts with States
parties whose initial reports were overdue by five years or more, in order to encourage the submission of such reports. Given the lack
of response from the Government of Togo to the requests of the members, the Committee decided to consider the situation in Togo
as it pertains to the Convention, without a report, at its thirty third session.
21.At its thirty second session the Committee decided to address a letter to the Government of the United States calling its attention
to the fact that its second periodic report, requested by the Committee for 19 November 2001, had not been submitted yet. The
Committee asked the State party to submit the report by 1 October 2004. The Committee drew the State party’s attention, in
particular, to article 2, paragraph 1, of the Convention, according to which each State party shall take effective legislative,
administrative, judicial or other measures to prevent acts of torture in any territory under its jurisdiction. Finally, the letter indicated
that the report should include updated information concerning the situation in places of detention in Iraq.
III.CONSIDERATION OF REPORTS SUBMITTED BY STATES PARTIES UNDER
ARTICLE 19 OF THE CONVENTION
22.At its thirty-first and thirty-second sessions, the Committee considered reports submitted by 13 States parties, under article 19,
