Subject matter: Ill-treatment of the complainant by police officials in the course of the
execution of an eviction order and subsequent failure to obtain redress and compensation.

Substantive issues: Cruel, inhuman or degrading treatment or punishment; the right to a
prompt and impartial investigation, wherever there is reasonable ground to believe that cruel,
inhuman or degrading treatment or punishment has been committed; the right to complain to, and
to have a case promptly and impartially examined by the competent authorities; the right to fair
and adequate compensation.
