United Nations General Assembly A/HRC/31/57/Add.3 Distr.: General 1 December 2015 Original: English Human Rights Council Thirty-first session Agenda item 3 Promotion and protection of all human rights, civil, political, economic, social and cultural rights, including the right to development Report of the Special Rapporteur on torture and other cruel, inhuman or degrading treatment or punishment on his mission to Georgia Note by the Secretariat The Special Rapporteur on torture and other cruel, inhuman or degrading treatment or punishment undertook a visit to Georgia from 12 to 19 March 2015. During his mission, the Special Rapporteur was greatly encouraged by the visible and quantifiable effects of the implementation of reforms made following the parliamentary elections, held in October 2012, to prevent and to punish torture. The Special Rapporteur nonetheless calls upon the Government of Georgia to continue, with its strong commitment, to implement his recommendations and to respond to the challenges of consolidating reforms and developing relevant mechanisms in guaranteeing justice in cases of torture and ill-treatment, improving conditions of detention and preventing all forms of retrogression, including by designing and launching an independent and effective framework for investigating, prosecuting, punishing and remedying cases of torture and ill-treatment.
