The author of the communication is Mitko Vanchev, a national of Bulgaria born on 1
June 1985. He claims that the State party has violated his rights under articles 7 and 14 (1)
of the Covenant, read alone and in conjunction with article 2 (3) (a) of the Covenant. The
Optional Protocol entered into force for Bulgaria on 26 June 1992. The author is represented
by counsel.
