The author of the communication is Y, a national of the United Republic of
Tanzania with albinism born in 1999. He is represented by A.P. 1 The author claims to be a
victim of violations by the State party of his rights under articles 4, 5, 7, 8, 14, 15, 16, 17
and 24 of the Convention. The United Republic of Tanzania ratified the Optional Protocol
to the Convention on 10 November 2009.

On 23 September 2014, the State party submitted its observations on the
admissibility of the present communication, requesting that the admissibility and the merits
