The author is Madina Magomadova, a Russian national born in 1954. She submits
the communication on her own behalf and on behalf of her brother, Shamsy Magomadov, a
Russian national born in 1957. The author claims that the State party violated her rights
under article 7, and her brother’s rights under articles 6 and 9 (1) and (5) of the
International Covenant on Civil and Political Rights. The Optional Protocol entered into
force for the Russian Federation on 1 January 1992. The author is not represented.
