- The Committee Against Torture (CAT) was established pursuant to Article 17 of the Convention Against Torture and began its work in 1988. It consists of 10 experts of high moral standing and recognized competence in the field of human rights elected by secret ballot for a term of four years. The CAT Committee has three main operational functions: A State Party reporting procedure, an inquiry procedure and an individual complaint procedure. First, the CAT Committee thus receives regular reports by State Parties on how the Convention is being implemented and publishes its concerns and recommendations in the form of "concluding observations". Secondly, it conducts inquiries into allegations of systematic practices of torture in the States Parties. Lastly, it receives complaints from individuals claiming that their rights under the Convention have been violated and publishes its opinions on these cases, including recommendations to State Parties in case a violation is found.
