At the time of the submission of the present communication, he was being held in detention, awaiting enforcement of an expulsion order issued against him. The complainant claims that Sweden would violate his rights under article 3 of the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment if it were to remove him to the Russian Federation. The complainant is represented by counsel. 1.2 On 23 January 2018, in application of rule 114 (1) of its rules of procedure (CAT/C/3/Rev.6), the Committee, acting through its Rapporteur on new complaints and interim measures, requested the State party to refrain from returning the complainant to the Russian Federation while his complaint was being considered by the Committee.
