The author of the communication is F.F., a French citizen, born on 16 January 1962.
He claims to be the victim of violations by Luxembourg and France of rights enshrined in
articles 7, 9 (1), (3) and (5), and 14 (1) of the Covenant. The author is not represented by
counsel.
1.2
On 6 November 2017, the Committee, acting through its Special Rapporteur on new
communications and interim measures, decided that observations from the States parties
were not required to assess the admissibility of the present communication.
