In paragraph 92, in the column headed “Government response”, insert new text reading
By letter dated 4 December 2009, the Government indicated that Mr. Varghese was
receiving regular medical care and had been kept in a ward where there were about 60 other
people. The authorities also made available reports on his mental condition as and when
demanded by the local court where the matter is sub judice. As per the last available report,
the subject was not yet fit to stand trial.
