The authors of the communication are Oleg Boyarkin, born in 1976, and T. P., born
in 1979, both Kyrgyzstan nationals. They claim that the State party violated their rights under
article 7, read alone and in conjunction with article 2(3) of the Covenant. The Optional
Protocol entered into force for Kyrgyzstan on 7 January 1995. The authors are represented
by counsel.
