The author of the communication is Saodat Kulieva, a national of Tajikistan born in
1954. She submits the communication on her own behalf and on behalf of her son,
Khurshed Bobokalonov, also a national of Tajikistan, born in 1976 and deceased in 2009.
She claims that the State party has violated her son’s rights under articles 6 and 7, read
alone and in conjunction with article 2 (3) (a), and her own rights under article 7, read alone
and in conjunction with article 2 (3) (a), of the Covenant. The Optional Protocol entered
into force for the State party on 4 April 1999. The author is represented by counsel.
