The complainant is Dmytro Slyusar, a citizen of Ukraine, born in 1981. He claims to be a victim of violations of article 2, paragraph 1, and article 12 of the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment. He is unrepresented. The facts as presented by the complainant 2.1 On 17 April 2003, the complainant’s father disappeared under strange circumstances. Two days before, he allegedly wrote a will whereby he was leaving all his property to his brother, Yuriy Slyusar. On 18 April 2003, the complainant and his mother went to the police and other law-enforcement agencies to report the disappearance; however, no actions were taken to investigate the disappearance. Instead a criminal case was opened regarding his murder. 2.2 The complainant claims that his uncle, Yuriy Slyusar, created obstacles to the investigation of the case, by giving false statements and instigating others to give false statements against the complainant and his mother. 2
