The author is A. L., a citizen of the Russian Federation born in 1971. He claims to be a victim of violation, by the Russian Federation, of his rights under articles 7, 9 (1-5); 14 (1) and 14 (3) (e) of the International Covenant on Civil and Political Rights. The Optional Protocol entered into force for the Russian Federation on 1 January 1992. The author is represented by counsel. The facts as submitted by the author 2.1 The author submits that he has been arrested by the police on 12 December 2013 and kept in a temporary detention centre until 20 December 2013, when he was charged with murder.
