The author of the communication is Igor Postnov, a national of Belarus born in 1968.
He claims that the State party violated his rights under articles 2(1) and (3), 7, 9(1), 10(1),
14(1), 15(2), 17(1) and (2), 19 and 26, of the Covenant. The Optional Protocol entered into
force for Belarus on 30 December 1992. The author is not represented by counsel.

On 23 July 2014, pursuant to rule 93 (1) of the Committee’s rules of procedure, the
State party requested the Committee to examine the admissibility of the communication
separately from its merits. On 17 September 2014, pursuant to rule 93 of its rules of procedure,
