The author of the communication is Siobhán Whelan, a national of Ireland born in
1970. She asserts that the State party violated her rights under articles 2 (1), 3, 7, 17, 19 and
26 of the Covenant. She is represented by counsel. The Optional Protocol entered into force
for Ireland on 8 March 1990.
