M.1 under the Optional Protocol to the International Covenant on Civil and Political Rights,
Having taken into account all written information made available to it by the author
of the communication and the State party,
Adopts the following:
Decision on admissibility
1.1
The author of the communication is M., a Belgian national born on 14 December
1971. He claims to be a victim of a violation by Belgium of his rights under articles 2, 5, 7,
12, 14, 15, 17, 18, 19 and 22 of the International Covenant on Civil and Political Rights. 2
The author is represented by counsel, Mr. Antoine Deguines. 3
1.2
On 13 December 2013, the Special Rapporteur on new communications and interim
measures decided that the question of the communication’s admissibility would be
considered prior to and separately from the merits.
