- The first UN Special Rapporteur on Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment ("UNSRT") was appointed by the United Nations Commission on Human Rights in 1985. Since then, the Rapporteur's mandate has been extended every three years. The UNSRT covers all countries, irrespective of whether a State has ratified the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment. The mandate comprises of three main activities. First, the UNSRT transmits urgent appeals to States with regard to individuals reported to be at risk of torture, as well as communications on past alleged cases of torture. Unlike the complaint mechanisms of the human rights treaty bodies, the UNSRT does not require the exhaustion of domestic remedies to act. Secondly, the UNSRT undertakes fact-finding visits to State Parties. Thirdly, the UNSRT submits annual reports on the Office's activities, mandate and methods of work to both the Human Rights Council and the General Assembly.
