The authors of the communication are Jit Man Basnet, and Top Bahadur Basnet, Nepalese nationals, born on 17 December 1975 and 27 October 1981, respectively. They claim that the State party has violated Jit Man Basnet’s rights under articles 7, 9, 10 and 16, alone and in conjunction with article 2 (para. 3); as well as Top Bahadur Basnet’s rights under article 7, in conjunction with article 2 (para. 3), of the Covenant.
