The author of the communication is Viktor Filippovich Taran, a national of Ukraine
born in 1970. He claims that the State party has violated his rights under article 2 (3), article
7, article 9, article 14 (3) (b) and (g) and (5), article 15, article 16 and article 26 of the
Covenant. The Optional Protocol entered into force for the State party on 25 October 1991.
The author is represented by counsel.
