The author of the communication, dated 15 January 2018, is Irma Leticia Hidalgo Rea,
a national of Mexico born in 1962. The author is acting on her own behalf and on behalf of
Roy Rivera Hidalgo, her elder son, also a national of Mexico, born in 1992 and disappeared
on 11 January 2011. The author alleges that the State party has violated Mr. Rivera Hidalgo’s
rights under articles 6, 7, 9 and 16 of the Covenant, read alone and in conjunction with article
