The author of the communication is A.T., a citizen of the Russian Federation, born in 1980. He claims that the State party has violated of his rights under articles 2, 3, 5, 7, 14 (1) and (3) (d), 15 and 26 of the Covenant. The Optional Protocol entered into force for the State party on 1 January 1992. The author is not represented by counsel.
