The author of the communication is Vladimir Neklyaev, a citizen of Belarus born in
1946. He claims that Belarus violated his rights under articles 2 (1) and (3) (a); 7; 9 (1) and
(3); 10 (1); 14 (1), (2), (3) (b) and (e); 16; 17, 19 (2), 21; 25 (b) and 26 of the Covenant.
