The Committee against Torture considered the fourth periodic report of Azerbaijan (CAT/C/AZE/4) at its 1360th and 1363rd meetings (see CAT/C/SR.1360 and 1363), held on 11 and 12 November 2015, and adopted the present concluding observations at its 1382nd meeting, held on 26 November 2015. A. Introduction 2. The Committee expresses its appreciation to the State party for accepting the simplified reporting procedure and for having submitted its periodic report under that procedure, as it improves cooperation between the State party and the Committee and focuses the examination of the report as well as the dialogue with the delegation. 3. In addition, the Committee appreciates the high-level and multisectoral delegation of the State party, as well as the additional oral and written information provided by the representatives of the State party to questions raised and concerns expressed during the consideration of the report. B. Positive aspects 4. The Committee welcomes the entry into force of the following national laws, among others: (a) The act on the rights and freedoms of persons held in detention facilities of 22 May 2012; (b) The act of 27 December 2013 introducing amendments to the Code of Criminal Procedure to bring it into line with the above-mentioned act; (c) The prevention of domestic violence act of 22 June 2010; (d) The act and the rules on providing medical and psychological care to detained or arrested persons and on detaining persons in medical establishments of 18 April 2013. * Adopted by the Committee at its fifty-sixth session (9 November-9 December 2015).
