A. Introduction 2. The Committee expresses its appreciation to the State party for having submitted its second periodic report but regrets that the report was submitted with a delay of 18 years, which has hindered cooperation and has limited the Committee’s ability to carry out its functions under article 19 of the Convention. 3. The Committee appreciates the quality of its dialogue at this time with the State party’s delegation and the responses provided orally to the questions and concerns raised during the consideration of the report.
