Concluding observations on the second periodic report of
Romania*
1.
The Committee against Torture considered the second periodic report of Romania
(CAT/C/ROU/2) at its 1296th and 1299th meetings, held on 23 and 24 April 2015
(see CAT/C/SR.1296 and CAT/C/SR.1299), and adopted the following concluding
observations at its 1316th meeting, held on 7 May 2015.
A.
Introduction
2.
The Committee expresses its appreciation to the State party for having submitted its
second periodic report but regrets that the report was submitted with a delay of 18 years,
which has hindered cooperation and has limited the Committee’s ability to carry out its
functions under article 19 of the Convention.

The Committee appreciates the quality of its dialogue at this time with the State
party’s delegation and the responses provided orally to the questions and concerns raised
during the consideration of the report.
B.
Positive aspects
4.
The Committee welcomes the fact that Romania has become a party to the following
international instruments:
(a)
The Optional Protocol to the Convention against Torture and Other Cruel,
Inhuman or Degrading Treatment or Punishment, on 2 July 2009;
(b)
Optional Protocol to the International Covenant on Civil and Political Rights,
on 20 July 1993;
(c)
Optional Protocol to the Convention on the Rights of the Child on the sale of
children, child prostitution and child pornography, on 18 October 2001;
(d)
Optional Protocol to the Convention on the Rights of the Child on the
involvement of children in armed conflict, on 10 November 2001;
