The author of the communication, dated 4 February 2011, is Hadhoum Hmeed Mohamed, a Libyan national living in Tripoli. She claims that her husband, Saleh Salem Hmeed, born in 1942, was the victim of violations by Libya of articles 2 (para. 3), 7, 9 (paras. 1–5), 10 (para. 1) and 23 of the Covenant.
