CCPR/C/114/D/2017/2010 Annex Views of the Human Rights Committee under article 5, paragraph 4, of the Optional Protocol to the International Covenant on Civil and Political rights (114th session) concerning Communication No. 2017/2010* Submitted by: Andrei Burdyko (represented by counsel, Roman Kislyak) Alleged victim: The author State party: Belarus Date of communication: 17 December 2010 (initial submission) The Human Rights Committee, established under article 28 of the International Covenant on Civil and Political Rights, Meeting on 15 July 2015, Having concluded its consideration of communication No. 2017/2010, submitted to the Human Rights Committee by Andrei Burdyko under the Optional Protocol to the International Covenant on Civil and Political Rights, Having taken into account all written information made available to it by the author of the communication and the State party, Adopts the following: Views under article 5, paragraph 4, of the Optional Protocol 1.1 The author of the communication is Andrei Burdyko, a Belarus national born in 1981 who, at the time of the submission of the communication, was being detained on death row in Minsk after being sentenced to death by the Grodno Regional Court on 14 May 2010. The author claimed to be a victim of violation by Belarus of his rights under articles 6 (1) and (2); 7; 9 (1) and (3); and 14 (1), (2) and (3) (b), (d) and (g) of the Covenant. The Optional Protocol entered into force for the State party on 30 December 1992.
