The author of the communication is X, a Tanzanian national with albinism, born on
12 January 1969. His left arm was cut off by two men when he was 41 years old, owing to
his condition of albinism. He is no longer self-sufficient. He claims to be a victim of
violations by the State party of articles 5, 15 and 17 of the Convention. The United
Republic of Tanzania signed and ratified the Optional Protocol on 29 September 2008 and
10 November 2009, respectively. The author is represented by counsel. 1
