The complainants claim that their return to the Russian Federation would constitute a violation by Sweden of article 3 of the Convention. The State party has made the declaration pursuant to article 22 (1) of the Convention, effective from 1 October 1991. The complainants are represented by counsel. 1.2 On 13 February 2019, in application of rule 114 (1) of its rules of procedure, the Committee, acting through its Rapporteur on new complaints and interim measures, asked the State party to refrain from expelling the complainants to the Russian Federation while the complaint was being considered by the Committee.
