Description
The Subcommittee on Prevention of Torture and other Cruel, Inhuman or Degrading Treatment or Punishment (“SPT”) is a treaty body in the United Nations human rights system, which was established under the Option Protocol to the Convention against Torture ("OPCAT") and started work in 2007. It is composed of 25 independent and impartial experts from various backgrounds (including lawyers, medical professionals and detention and inspection experts) and regions across the world. The SPT has a preventive mandate focused on an innovative, sustained and proactive approach to the prevention of torture and ill-treatment. It has two primary operational functions. First, it may undertake visits to States Parties, during the course of which it may visit any place where persons may be deprived of their liberty. Second, it has an advisory function, which involves providing assistance and advice to State Parties on the establishment of National Preventive Mechanisms (“NPM”) and to both the NPM and the State Party regarding the correct functioning of the NPM. The SPT is furthermore mandated to co-operate with other international, regional and national organisations and institutions working to strengthen protections against torture and ill-treatment.
