The author is Suyunbai Akmatov, a Kyrgyz national who submits the communication on behalf of his deceased son, Turdubek Akmatov, also a Kyrgyz national, born in 1972 and deceased in 2005. The author claims that his son was a victim of a violation by Kyrgyzstan of his rights under articles 6 (1) and 7, read separately and in conjunction with article 2 (3), of the Covenant. The Optional Protocol entered into force for the State party on 7 January 1995.
