The author of the communication is Anton Batanov, a Russian national born on 10
May 1969. He claims that the Russian Federation has violated his rights under articles 7
and 14 of the Covenant. The Optional Protocol entered into force for the Russian
Federation on 1 January 1992. The author is not represented.
The facts as submitted by the author

On 1 June 2009, the author was apprehended by police officers while at a market in
the town of Kazan. The officers pushed him to the ground and started kicking him, then
handcuffed him and transported him to the Soviet District Department of Internal Affairs of
Kazan.
