The author of the communication is Anton Batanov, a Russian national born on 10 May 1969. He claims that the Russian Federation has violated his rights under articles 7 and 14 of the Covenant. The Optional Protocol entered into force for the Russian Federation on 1 January 1992. The author is not represented. The facts as submitted by the author 2.1 On 1 June 2009, the author was apprehended by police officers while at a market in the town of Kazan.
