Report of the Special Rapporteur on torture and other cruel, inhuman
or degrading treatment or punishment*, **
Summary
From 28 May to 8 June 2018, the Special Rapporteur conducted an official visit to Ukraine.
In government-controlled territory, the Special Rapporteur enjoyed unrestricted freedom of
movement and access to all places where people are deprived of their liberty, with the
exception of one facility. Regrettably, the de facto authorities in Donetsk and Luhansk
restricted access to three places of detention under their control and the modalities did not
comply with the terms of reference of the mandate. Overall, despite noticeable improvements
in the recent past, the information collected by the Special Rapporteur indicates that torture
and ill-treatment continue to be practised with impunity throughout the country, including in
territories outside the control of the Government.
