The complainant is Mr. Dragan Dimitrijevic, a Serbian citizen of Romani origin born on 7 March 1977. He claims to have been the victim of violations by Serbia and Montenegro of articles 2, para.1 read in conjunction with article 1; article 16, para.1; and articles 12, 13 and 14 taken alone and/or together with article 16, para.1 of the Convention. He is represented by the non-governmental organizations Humanitarian Law Center, based in Belgrade, and European Roma Rights Center, based in Budapest.
